One full time vacancy in the Office of Finance that will provide leadership in
the overall coordination of the budget for Mental Health programs. This
position will manage the planning, administration, review and evaluation of
activities related to the budgetary, accounting, fiscal reporting,
administrative support and related functions of a large and complex division
The Marin County Health and Human Services Department is seeking a team-oriented and self motivated person to work in a dynamic professional atmosphere. The Assistant Chief Fiscal Officer reports to the Chief Fiscal Officer and provides leadership in overall coordination of the budget for Mental Health Programs. The Assistant Chief Fiscal Officer will manage the planning, administration, review and evaluation of activities related to the budgetary, accounting, fiscal reporting, administrative support and related functions of a large and complex division.
Responsibilities will include but are not limited to:
• Reviews departmental budget requests and adjustments, considers departmental implications of such budget actions and confers with departmental staff regarding fiscal alternatives.
• Acts as the department’s budgetary and fiscal liaison with department management staff, state, federal, grant providers and related funding agencies and the Chief Fiscal Officer.
• Plans, organizes, supervises and reviews the work of technical support staff; trains staff in work procedures; provides input into selection, evaluation and disciplinary decisions.
• Plans, directs and manages administrative support staff activities in such areas as: budget development, financial administration and reporting, revenue allocation and provides for their professional development; recommends and/or administers discipline as required.
• Ensures that County, State and Federal accounting and reporting requirements and applicable laws, regulations and professional accounting practices are met.
• Oversees the administration of specified grant-funded programs, including developing reporting systems, ensuring that funding requirements are met, and coordinating agency audits.
EMPLOYMENT STANDARDS: Any combination of education and experience that would provide the knowledge and skills listed below. Typically, equivalent to college graduation from a four year college or university with major course work in business, public administration, accounting, health administration, economics or a field related to the work and four years of professional level accounting experience which has included fiscal reporting, budget administration and related financial and administrative activities in a public health or human services agency.
Required experience must include a minimum of 1 year of public sector accounting experience in a Health & Human Services setting which has included grants administration and related budget monitoring.
The annual salary range for the Assistant Chief Fiscal Officer is $87,589 - $106,496. In addition, the salary is supplemented by a very generous benefit program, which includes the following elements:
RETIREMENT- 457K Plan. The County does not participate in Social Security except for a mandatory Medicare contribution. The County does offer a choice of tax deferred 457K plans which employees may contribute in order to enhance their retirement and decrease their current taxable income.
INSURANCE - The County has a cafeteria-style benefits plan that allows employees to choose from a variety of health, dental, vision, life, and long-term disability insurance plans. County contributes $412 - $427 monthly toward retirement and insurance for this position.
