DESCRIPTION:  COST CONTROL MANAGER, WORLD TRADE CENTER CONSTRUCTION  

The Port Authority of New York and New Jersey is a bistate public agency operating some of the busiest and most important transportation links in the New York/New Jersey region. We currently have an opening for a Cost Control Manager in our World Trade Center Construction Department, which has overall program management responsibility for the Downtown Restoration Program (DRP), including the planning, design, and construction of new facilities at the WTC site such as the WTC Transportation Hub and Vehicular Security Center projects.  

In this position, you will prepare and complete documentation in connection with cost sharing and cost reimbursement arrangements with public and private entities relating to WTC design and construction activities.

Responsibilities:

Primary responsibilities include tracking costs

Preparing documents required for billing

Invoicing third parties and outside agencies; preparing accruals

Resolving conflicts that impede collections and work activities from advancing

Tracking receipt of invoiced amounts

Preparing budgets and long-range financial forecasts

Assisting on financial issues related to the design and construction of WTC projects

Preparing required documentation for reimbursement and escrow draw downs 

Qualifications:

Candidates must possess a Bachelor's Degree in Engineering, Architectural Accounting, Business, Finance or related field.

Minimum of five years experience in the construction industry providing cost control services

Previous experience in contract administration and negotiations with public and private entities is preferred

Knowledge of accounting and financial systems, structure, procedures, capital project authorization and reporting processes is desired

Working knowledge of federal guidelines, in particular Federal Transit Administration requirements is highly desirable

Familiarity with GAAP and statutory requirements applicable to financial reporting is helpful

Excellent multi-tasking, problem solving, presentation, conflict resolution, oral and written communication skills are required
