DESCRIPTION:  Director, Billing & Payment Services 

The University of California Berkeley is the preeminent public university of the country.  We're also one of the leading employers in the San Francisco Bay Area.  We are currently seeking an Accounts Receivables Director for the Billing and Payment Services department within Financial Accounting and Operations.   

Reporting to the Controller's Office, Billing and Payment Services oversees, coordinates, and processes central financial transactions for campus departments. Central units within Financial Accounting and Operations include Payroll, Accounts Payable (Disbursements), Accounts Receivables (Billing and Payment Services), Travel & Entertainment, and General Accounting. The Financial Accounting and Operations department maintains an annual operating budget of approximately $7 million.

The successful candidate will be responsible for all Billing and Payment Services functions within Billing and Payment Services. The Billing Services unit is responsible for analysis, administration, and reporting of all central campus billing and receivables activity. The Payment Services sub-unit provides centralized billing, depository, and customer services, and responds to all inquiries concerning the 435,000 billing statements produced annually representing $888 million in receivables. The unit administers the Campus Accounts Receivables System (CARS) and the Campus Unified Billing System (CUBS), and oversees and monitors all campus departmental cash-handling practices.  In addition, the unit oversees the collection, administration, and reconciliation of 20,000 long-term federal and university student loans valued at $30 million. 

The Director of Billing and Payment Services is responsible for the following functions within the unit:

·        Central receivables billing administration

·        Cashiering

·        Student aid disbursement

·        Long-term loan and campus receivables collection

·        Campus cash-handling coordination

·        Campus credit card merchant coordination
 

The incumbent is responsible for developing, interpreting, and conveying policy to campus departments, ensuring delivery of mission-critical central services, developing and implementing systems and procedures, and ensuring appropriate internal controls as related to the above listed functions. This position has campus-wide oversight for central receivables billing and collection, cashiering, and credit-card coordination. Actions taken by this position may have significant impact on campus depository cash flow and interest earnings, recovery of campus receivables, compliance with federal (including IRS) and state requirements, compliance with University and campus policy and procedures, delivery of disbursements of student aid, and security and controls of cash and cash equivalents. This position will supervise four direct and 20 indirect employees. 

Requirements:

·        BS/BA in Accounting, Business or related field, or equivalent experience

·        Progressively responsible management experience in an automated billing, collection, and cash-handling environment

·        In-depth knowledge and comprehensive understanding of federal, state, and University level policies and regulations related to billing and collection of loans and receivables, consumer credit and Fair Debt Collection laws governing receivables billing; collection and credit bureau reporting of loans and receivables; federal, state, and University regulations and policies governing student loans and grants; and University level policies related to registration, enrollment, and financial aid

·        Extensive knowledge and experience with cash-handling and banking operations

·        Ability to apply strict scrutiny of audit guidelines with absolute adherence to them

·        Ability to exercise and enforce strict internal operational controls

·        Superior verbal and written communication skills sufficient to effectively manage in an environment that involves extensive interaction with a large and diverse client base

·        Strong customer service orientation

·        Strong management skills, staff development, team-building, and leadership skills

The annual salary range for this position is $63,600 - $116,600.
