DESCRIPTION: Resource Analyst
Lawrence Berkeley National Laboratory (LBNL) is a world leader in science and engineering research, with 11 Nobel Prize recipients over the past 75 years, and 59 present members of the National Academy of Sciences. LBNL conducts unclassified research across a wide range of scientific disciplines and hosts four national user facilities.
Matrixed from the CFO Field Operations Unit to the Accelerator and Fusion Research Division (AFRD) and reporting to the General Sciences Finance Manager, under general supervision, the candidate will act as the Resource Analyst with responsibility for all aspects of financial activities in the Superconducting Magnets Program, and for the Plasma and Ion Source Technology group within the Ion Beam Technologies Program, comprising a combined annual budget of $6M.
Duties/Responsibilities:
· Provide a comprehensive range of proposal, budget, and financial support to the Division
· Prepare multi year proposals of moderate complexity for a variety of funding sponsors
· Consulting with customers on resource requirements and using appropriate planning tools and techniques, calculate total estimated cost of effort, supplies, equipment, and other costs for proposed project activities, and generate proposals using budgeting tools and grant proposal systems
· Open, maintain projects and project tree, and complete the timely and orderly closeout of project budgets
· Using spreadsheet applications and other information management tools such as Peoplesoft FMS nVision, forecast and monitor costs in accordance with relevant policies and procedures, and prepare monthly and ad hoc financial reports
· Prepare, amend, and renew R&D subcontract purchase orders and blanket orders, and track order expenditures and balances, estimating future usage to ensure planned expenditures remain within allotted authority
· Ensure timely certification of invoices and work with Accounts Payable and the Procurement Department to track progress of requests; resolve issues and close out purchase orders and liens
· Maintain and update the Laboratory’s SAM system and space database to ensure costs are charged to the correct projects
· Oversee conference accounts
· Serve as backup to the Senior Resource Analyst during peak workload
· Under general supervision, the incumbent is expected to demonstrate considerable judgment and initiative to appropriately anticipate and resolve a variety of financial/administrative problems, recommending corrective actions to customers as appropriate.
Qualifications:
· Four years of experience in cost administration, budget analysis and accounting, including contracts and grants
· Extensive knowledge of financial administration policies, procedures, and practices
· Demonstrated good judgment, with analytical and problem-solving skills sufficient to identify accounting discrepancies, and to bring problems to the attention of Division management in a timely manner together with proposed alternatives and solutions
· Excellent interpersonal skills, with the strong capability to work in a team environment and to communicate effectively both verbally and in writing with all levels in the organization
· Ability to organize and prioritize tasks under time pressure and constraints, and to independently establish and manage multiple priorities
· Advanced level of PC computer skills and full knowledge of software (Excel, Word, Access, PowerPoint, electronic mail, and calendar)
· Knowledge of LBNL, UC, DOE, and WFO sponsor financial and program budget policies and procedures is desired
· Knowledge of PeopleSoft applications, Internet Explorer, and calendaring systems preferred
· A Bachelor's degree in Business or Accounting would also be useful
