DESCRIPTION: Compliance Manager Finance
Responsibilities:
The Compliance Manager supports the Director, Compliance in ensuring the ACS
National Home Office (NHO) Finance Department is thoroughly and successfully
monitoring internally and federally mandated compliance policies and procedures.
The Compliance Manager will perform activities requiring specialized knowledge in accounting/finance and will demonstrate solid understanding and application of accounting/finance concepts, theories, principles, practices, regulations and terminology. This position will be responsible for providing guidance and indirect supervision to the Compliance Accountant.
The major responsibilities for the Compliance Manager are associated with these distinct ACS entities/operations, NHO and its field units (Divisions) regulatory filings with exclusion of A-133 and Cancer Action Network (CAN) filings, developing and enforcing nationwide escheating policies, developing 3rd Party Insurance Billing practice for Quitline Accounting and compiling and filing various sales tax returns.
General Responsibilities include:
Establishing and maintaining a comprehensive compliance calendar containing deadlines for major regulatory filings. Facilitating the audit process of timely completion of various annual corporate tax returns for NHO and Foundation. Develop plan for internally process the various annual corporate tax returns for all affiliates, excluding CAN and A-133, with Division assigned staff in coordination with Compliance Manager responsible for Group tax filings. Coordinating the completion a nationwide escheating process with the Shared Service Center (SSC) to take over the required routine filings. Provide guidance to the Divisions in the area of sales tax compliance. Compiling client assistance requests from external auditors related to various state filings.
Responsible for filing all state regulatory extension requests. Assist in developing a nationwide review of lobbying activities for the Divisions. Assist in the compliance review of audit tax questionnaires. Develop a monthly standard compliance dept. manual. Review compliance related documents from the legal area in the form of tax guidance. Develop compliance procedures for Quitline Accounting. Reviewing and facilitating contractual agreements regarding various Quitline funding provided to ACS.
Provide supervision to the Qutline Third Party Billing Clerk. Assist Lead
Compliance Manager with compliance review of new accounting procedures at NHO,
CA, Products Inc. and CARS. Back Up Compliance Manager responsible for Employee
Reimbursements compliance review. Develop a compliance role in any Planned
Giving Business Unit (PGBU) tax exposure.
Requirements
Bachelor Degree in Accounting or Finance required. Seven plus years of relevant
work experience including general ledger and tax accounting, analysis and
research various congressional and FASB update requirements.
Five plus years of Tax Services (preferred external tax consulting experience). Five plus years of management, financial reporting and compliance experience required.
Five plus years of supervisory experience, Not-for-profit experience preferred. CPA preferred and advanced degree desirable.
Ability to effectively meet deadlines. Acute attention to detail with
advanced analytical, organizational and computer skills including Microsoft
Office and Lawson. Travel required approximately 5% or more. No or very limited
physical effort required. No or very limited exposure to physical risk.
