DESCRIPTION: Director of Finance/CFO
The Northern California Institute for Research and Education (NCIRE) is a research institute working in conjunction with the San Francisco VA. NCIRE has some of the countrys most renowned MD and PhD scientists working in partnership with the University of California San Francisco (UCSF) and the San Francisco Veterans Affairs Medical Center (SFVAMC) to integrate research interests with the needs of veterans. Medical research is conducted in such diverse areas as aging, cardiovascular disease, neurodegenerative diseases, and cancer. Since its inception in 1988, NCIRE continues to grow its research base and currently ranks seventeenth in funding from NIH for Independent Research Institutes, and has in addition received funding through the DOD and NASA, as well as industry-sponsored projects.
Reporting to NCIREs Executive Director and collaborating with members of the senior management team, the Director of Finance/CFO is a key player in the organizations financial management planning and accounting practices. In addition this position is the primary liaison for relationships with lending institutions, auditors, board members, and our executive team.
The Director of Finance/CFO will serve as the organizations authority in budget and finance operations and will determine financial policy while ensuring appropriate financial criteria are used to evaluate credit risk and reserves. Responsibilities include providing leadership, oversight and direct supervision of fiscal management components, including general ledger, payroll, accounts payable/receivable and purchasing. This position handles all aspects of financial reporting to the Executive Director, board members and senior executives and is also responsible for ensuring compliance with accounting policies and applicable Federal cost policies of OMB Circular A-122.
This position will be charged with evaluating, developing, and implementing strategies to proactively position the organization for positive growth and expanded financial strength, while maintaining a direction that reflects the vision and values of the organization, and how it interacts with various environments. The incumbent will ensure compliance with all accounting and internal/external audit requirements and initiate cross-functional projects, which address continuous improvement of operational processes.
The qualified candidate will have a CPA and 10+ years related experience in a senior management financial role or equivalent combination of education and experience. He/she must have previous research university or academic medical center experience with proven results-based leadership ability, managing people/processes and have exceptional interpersonal skills. Detailed knowledge of Federal Contracts and Grants policies in addition to OMB circulars (A-122, A-21, A-110) and demonstrated expertise in interpreting and applying these requirements are mandatory. Strong Microsoft Office skills using spreadsheets, databases and word processing software and automated accounting systems required. Solomon financial system experiences a plus. The successful candidate will have superior verbal and written communication skills, excellent conceptual and analytical skills, and a high degree of self-motivation. This position requires the ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
