THE WYOMING MUNICIPAL POWER AGENCY SEEKS A
CFO / ACCOUNTING AND FINANCE PROFESSIONAL
The Wyoming Municipal Power Agency (WMPA) is a wholesale provider for
low cost and reliable electricity that was formed by eight (8) public
power communities in 1974. WMPA’s generation and transmission capacity
is derived from its ownership share of the Missouri Basin Power
Project, and the Dry Fork Station that was most recently completed in
2011. WMPA also has agreements in place to purchase Federal Hydropower
from the Loveland Area Projects, and the Colorado River Storage
Project. The eight WMPA member communities are Cody, Powell, Lusk,
Lingle, Guernsey, Fort Laramie, Wheatland, and Pine Bluffs.WMPA
effectively serves as an electricity generation and transmission
agency while the member cities are responsible for distribution to
their own customers. There are also three (3) Associate community
members: Torrington, Gillette and Deaver, Wyoming.
WMPA’s offices are located in Lusk, Wyoming, a vibrant community of
1,500 residents located at the crossroads of US Highways 85 and 20/26
in the great prairie lands of eastern Wyoming. Lusk and Niobrara
County are known as one of the gateways to the Black Hills of South
Dakota to the north, and for Yellowstone and the Grand Teton Parks to
the west. Over 100 years ago the famous Cheyenne and Deadwood stage
route and Texas Trail ran through the area, providing a strong western
heritage. Lusk has a number of amenities not often found in a
community its size: a municipal golf course; the Niobrara Critical
Access Community Hospital and ER; a Stagecoach Museum; the Niobrara
County Fairgrounds; and the Niobrara County Library. The Niobrara
County School District No. 1 with an elementary, middle, and high
school all located within Lusk city limits are highly respected. Other
benefits associated with living in Lusk include no state income tax, a
low property tax rate, high speed internet, and affordable housing.
The Wyoming Municipal Power Agency (WMPA) is governed by a Board of
Directors consisting of a representative from each of the eight (8)
member cities. An Executive Director is appointed as the agency’s
chief administrative officer. WMPA’s CFO reports directly to the
Executive Director, and is one of only four total employees at the
agency, including the Executive Director. The CFO is responsible for
overseeing the Agency’s $20M annual budget, and nearly $134M in valued
assets.
The Chief Financial Officer (CFO) oversees the preparation and
oversight of an annual budget, the annual audit, and all financial
matters, including working with WMPA’s financial advisor, bond rating
agencies, underwriter and banks. Serious candidates should be familiar
with and possess a working knowledge of Federal Energy Regulatory
Commission (FERC) rules and accounting practices.
To be considered, a candidate must possess a bachelor’s degree in
finance, accounting, public administration, or related field and have
a minimum of five years of experience in a senior level financial
position. A CPA is preferred. The ideal candidate should have
experience and knowledge in working with elected officials, making
public presentations, possess great people skills, and be willing to
ask questions to learn about the electric utility business. Other
desirable attributes include being a team player and having the
courage to make recommendations that may be contrary to popular public
opinion. The CFO should be entrepreneurial and willing to look at new
ways of reviewing data and new business strategies to address
financial constraints as they periodically arise. The CFO position’s
salary range will extend up to $91,000 DOQ/E with outstanding benefits
such as 100% health care for the employee to be paid by the employer.
Most importantly, because of the unique and remote location of Lusk,
candidates’ must have a significant comfort level with living in a
small town.
